Staff Analysis of the Legislation

This bill raises the age for obtaining, possessing, using, providing, or furnishing tobacco products, and under certain circumstances, e-cigarettes, from 19 to 20; then from 20 to 21. 

In its current form, there appears to be an issue with the timeline, but presumably once the timeline is corrected, the bill will take effect in July of next year and from July through December 2020, individuals must be 20 years old to purchase or use cigarettes. Then, in January of 2021 (the bill currently states that this change will happen in January of 2020) purchasers and users of cigarettes will need to be 21 years of age.
